On UK government-owned forestry land, they're now compulsory.

They are legal in Ireland, but you have to show a valid reason to need one and permission to own and use one is at the discretion of your area superintendent. Luckily I have a great one working in the firearms department who will grant one and always processes renewals promptly. Then compare my experience to a friend in the next district who was refused permission for a moderator and has to chase his renewals.

I think they'll become compulsory in more and more UK contexts. (On health and safety grounds). I recently switched to using one, having previously been the only person I know who didn't, partly because it is increasingly considered anti-social/irresponsible to hunt with an unmoderated centrefire. (I'm not saying that is the case, just that it's becoming the prevailing view in the UK).

I wish they would look at WH&S here as reason to let you use one, you can only get as it is if your a pro shooter.
So they look at it as a tool for professionals for silent killing rather then as a noise reduction device.
