That’s a good start that you have confirmed that the lever is a cocking lever and not a safety.
I have no idea about whether that selector is working correctly or not, but have you searched this forum for other ES owners. Maybe you could send them a PM if there are any.

That's a good idea to do a search. A look showed only two people here with an ES70, and I messaged both, although they haven't been active in years. A past poster messaged Blaser USA about their ES70, but Blaser couldn't help them, the gun was too old.
I might try a German forum for information.
As for the barrel selector that may/may not be broken, I might use it as-is. At least until I find a gunsmith I trust with such an obscure, vintage action.

It's definitely confusing. But it also sounds like a fault.
But I'd only ever hunt with it as one trigger for for rifle and one for shotgun, although I'd want the shotgun barrel 1st.

I cannot really say anything with authority on if the barrel selector works as intended - but I assume it does: Isn't the front trigger a set trigger? Can you push it forward to set it to some ridiculously low weight when it clicks in place?
The adjustment screw looks like the set trigger adjustment screw on my 50's Heym drilling. My theory is that the barrel selector can be used to use the set trigger for the shotgun barrel, intended for precision shooting with Rottweil solid slugs, just like on most Blitz-type drillings.
You can also compare the function and design with the exploded views of the regular ES here: viewtopic.php?p=236075#p236075. A set trigger and barrel selector - like I assume yours is - would be significantly different, though.

Thanks for that info. I tried it, and the front trigger is a set trigger (just like Speedy said earlier). You must push it forward with authority to set it, and then the trigger become lighter. It's adjusted well; it doesn't get dangerously light.
The gun also came with an insert for the shotgun barrel for 5.6x50mmR, so the barrel selector makes sense; sometimes you might want the shotgun barrel w the set trigger, instead of the 22mag. I still think the barrel selector isn't working properly. Recall that in the up position both triggers fire the shotgun, w nothing for the rifle.

I’ll bet a lot that this is a single cocking gun. Push the cocking slide forward and pull either trigger. To fire the other barrel the gun must be cocked again. A double cocking gun like a B97 or S2 only requires it to be cocked once to fire both barrels.
