well well... one weekend and 17 posts! stupidity has no borders as I see... Texas rules...I Wanna live in texas!
But I saw posts even coming from USA that makes me doubt if I'll win. I tought that in all USA were like texas...we could buy a gun in a grocery store.
so I'll start my sad story: Portugal has a great hunting tradition. 30 years ago we had 350.000 registered hunters in a 10 million population. now we have less than half, mostly because gun regulation (and also because people now are mostly in cities-unlike the past- and city people are against hunt).
to buy a hunting gun here (shot gun -licence type D or center fire rifle - licence type C, you have to be older than 21,more expensive but includes C type) you have to be a certified hunter, what means that you passed an examination about hunting regulations. this token about 1 year. then you took the licence to hunt to the police, with a criminal record -clean, of course-, a bill of health certifiyng that you are not nuts, criplled, druged and another certifiyng that you never had been caught driving with alcool (this we take from the police itself, so why they dont see it in the computer?)then we must do a examination with guns. the problem is there is nothing to study about and each examinator wants diferent things. so you never know what to expect. to took the gun permit is more one year.
than you have a gun permit, so you go buy a gun...easy now? no....you have to ask a permit to buy that especific gun you want. this can took since 3 months to one year, depending who you (or the gun dealer) knows at police gun department. each gun (or barrel) you want to buy, repeat the last part of the process. and each 5 years you have to renew the licence, so you have to present all documents again (and pay about 250 €). and if you forgett to renew licence and 6 months passed,you'll go to jail as if you dont ever had a licence and state stays with your guns.
so, all old guys give up hunting and deliver guns to state...and new guys prefere to hunt on pc games...

But this was the hunting gun story...now the defense gun!
First, the only defense gun a civilian can carry here is one 6,35 (25 cal) pistol or a 32 revolver (even the duty gun of the county police is a 6,35 mm. only nacional police has 9 mm and this has 2 or 3 years, because before they had 7,65 walther PP). and this is theoretically, because to have a licence you have to do the same as I told before to hunting guns, except you needn't to be hunter and you have to justify why you need a gun.
and that is the problem, because no matter the justification says, as the law dont define criteria, depends from the nacional police chief accept it or not, so it's allways denied. you can have all the pappers, pass the examination, everithing...justification will never be accepted (except if you are a taxi driver, because a few years ago some of them were robbed and murdered, so they make a special regulation for them and be a taxi driver is considered a valid justification). even police officers and military people see their requesitions to have a personal (no duty) defence gun denyed.
even in renews of licences, they they deny new licence and only gives you a permit to keep gun at home, locked with no ammo.
and all this is part of a huge campaign against hunting and guns. those are recent laws. when I started do be a hunter, to have a hunting licence you only have to go to city hall and buy one, and have an hunting insurance. to have a gun permitt you went to the nacional police precint next to you, present the criminal record clean, the bill of health, personal identification and ask one. they ask to your local police if you are a good guy and if the answer was yes, in 3 months you had the permitt. and with that paper you could buy imediatly a shootgun and leave the shop with a temporary registration made by the gun dealer till comes the police definitive one by mail.
so, thats how we are now. and I have many more stupid things to tell...lets keep the conversation...

You guys dont know your born.
In England, no training is required for either a shotgun or firearm license. in order to own a firearm you have to have a suitable reason to own that particular calibre. for instance if you want a stalking rifle you must have proof of access to stalking. many counties now are insisting that any new FAC owners have to be mentored for the first year (cannot go out on there own). if you have a firearm for a particular use, say .22 for rabbiting it is very difficult to get another .22 as you cant need 2 (you can do it but it's a pain). Aplication for a firearms licence is taking alomost a year at the moment. If you have permission to buy a particular calibre on your license (say .270) but want a different calibre then you have to re apply. if you have a rifle and wish to change it for another of the same calibre then you have to re apply. The quarry that you have your firearm for is listed on your license and it's an offence to use it for something not entered on your license, if you shot a fox with your stalking rifle and it doesnt list fox on your license for that calibre then you are in violation of your license. Shotguns with a capaciy of more than 3 are classed as firearms, handguns are now banned, including some blank firing guns that could be converted. Moderators were inpossible to get a few years ago but now they are more common than not, this is down to health and safety laws for people working with firearms. Reloaders have there share of problems as well, you cannot posses expanding amunition unless it specificaly states it on your license, strict limits on the amount of amuntion you can posses, (bullet heads are classed as loaded rounds). I have a cupboard full of rifles but if i had a 7mm expanding bullet in the house i would be commiting an offence as serious as having an unlicensed handgun!.
It doesn't stop there.
You cannot carry a knife on your person unless you have a good reason (out hunting is ok but driving home it would have to be packed with your kit) the exception to this is a knife with a blade less than 3" that does not lock or for religious reasons. stalkers have been prosecuted for having a knife on there belt when stopped by the police driving home from a hunt. There are huge differences between countys and they are free too interpret the laws as they see fit.
If you are a prohibited person (someone who has commited a serious offence) then you can never shoot a firearm legally even one borrowed from a mate who is suppervising you.

Ploika,One positive thing is that you may have as many barrels as you like, since the action counts as the "base" of the gun. But you must have a licence for each barrel.
This was an interesting bit of information. Last time I was at the police here in Umeå to get a new barrel for my Blaser I asked about this because I own 3 bbls, 2 stocks but only 1 bolt and I wanted to know if this counted as only 1 rifle on my license. I got only a very evasive answer. Since I am a foreign resident who only speaks English, I'm just happy the Police are always nice to me, so I didn't push it but I did get a clear impression they did not like Blasers because this meant they could not restrict the number of "rifles" a hunter had. Good to know......

Yes, in principle it's so, but when it comes to Blaser it might be some trouble because you can have like you have: several stocks and/or bolts. If you have only one "base"-rifle, with barrel, bolt and stock it's counted as one for sure, regardless of number of extrabarrels. But I can see that the Police was evasive due to your two stocks, since Blaser has no traditional action and it's the action that counts as the "base" of a rifle. And I'm not sure - and apparently not the Police either - how to classify a Blaser stock. Is it The Rifle, or is it a "part" like a barrel.
And even if it's supposed to be the same in the whole country, much depends on who you talk to, so if you go to some other Police office you might get another answer.

Vaughn, next time you go to the police, and they are evasive, just reach across, grab one by the collar, then get em in a headlock, and rub hard on top of their head with your knuckles. After you get out of jail, and recover from the police beating,the evasive officer will for sure know what the right answers are the next time.

I think you might be right, it was the question of whether "a stock was a rifle" that caused the evasion. My argument was since I only had the one bolt I only had one complete action, so it only counted as one on my license. She kind of agreed but since I am not near full up it was not an issue so I dropped it.
Given the demonstrably virulent, endemic and institutionalised corruption in the police force from where I am from, I've always maintained a healthy and deep loathing for all police. But I have to grudgingly admit that the Swedish coppers I've dealt with, and since I'm a wetback there have been a few, have all been unfailingly friendly and helpful. The one who did not want to answer my question was also quite lovely. What sort of diabolical country drafts attractive charming women into their security apparatus?
I think I should be afraid.......
